The Diversity Visa Lottery program has existed for 27 years. It allows 50,000 nationals and their close family members hailing from underdeveloped countries to get an immediate Green Card every year. President Trump has presently targeted it as an unwarranted program which burdens the economic resources of the country. It also sounds insulting to the skilled and legal immigrants who have to wait for several years to obtain permanent residency. He feels that the terrorists arrive in the USA through it and he wants it to be based on merit.
The Diversity Visa Lottery program became law in November 1990, when Congressman Schumer presented a bill which proposed a fixed number of visas to be made available to diversified immigrants each year. This was meant for the immigrants who hailed from countries with a low rate of admission. It was a boon to the Irish immigrants.
Facts show that from 1995, more than 400,000 people from African country received these visas. In 2017, 53 countries of Africa are eligible.
India does not figure in the list of nationals who are eligible for the visa. When the lottery application time arrives in the fall, millions across the globe apply.
It was a boon to the United States because the visa lottery has made it possible for realizing the American Dream for many people from different countries. But for this category, they would not have an opportunity to migrate to America.
Espousing diversity is a cause which neglects reality, and ignores the harm it is causing to legal immigrants from across the world, who have already reached the US, and are waiting nervously for years to get a Green Card.
The Diversity Visa Lottery program uses the resources of the Homeland Security Department, and increase the waiting time for visas and Green Cards.
In order to have an immigration system based on merit, allocation of the lottery to give 50,000 Green Cards should benefit the skilled immigrants who are in the queue to obtain EB-2 and EB-3 visas. The present waiting time in these categories is several years.
A poor labourer having a high school diploma from Bangladesh has a chance to get Green Card in case of applying for a Diversity Visa Lottery, will succeed, but a skilled professional worker with high education gets an EB-2/EB-3 category and may have to wait for a long time to get a Green Card. This is detrimental to the interest of professionals and qualified persons.
The slogan to ‘Make America Great Again’ will become a reality when the legal residents feel that they are taken care of, and their quality of life is also a worry for the country.
